TERM OF REFERENCE
I. Background:
World Vision is a Christian relief, development and advocacy humanitarian organization, working to improve the quality of life of people, especially the most vulnerable children.
The Against Child Exploitation (ACE) project, funded by United States Department of Labor, has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Government of Philippines to address the Worst Forms of Child Labor (WFCL) including Online Sexual Exploitation of Children (OSEC), and violations of acceptable conditions of work. Building on fruitful results achieved in the Philippines, the ACE project will be implemented from November 2021 to September 2024 in Vietnam in 06 target districts of 03 target provinces (Dien Bien province, Da Nang city, and Qu?ng Nam province) toward the expected outcomes as follows:
- Outcome 1: Improved enforcement of the legal framework and policies pertaining to the WFCL, including OSEC, and violations of acceptable conditions of work.
- Outcome 2: Improved assistance services for victims of WFCL and / or OSEC.
- Outcome 3: Strengthened partnerships to accelerate progress in addressing the WFCL, including OSEC, and violations of acceptable conditions of work (ACW)
In Viet Nam, the project will direct technical support and engage with a wide range of government, social partners, civil society and business entities in its implementation to enhance government efforts to counter child labour, to contribute to the national strategy in prevention and reduction of child labour, especially to address WFCL including OSEC.
Through the project’s review of services and service providers at project areas, finding showed that there is limited service at district level for victims and children at risk of child labor. Local partners also shared the needs for a district counselling and support point. ACE project, hence, is seeking for consultant(s) to develop counselling and support points at district level to provide services for victims and children at risks of child labor. This counselling and support points are subjected to pilot in Tuan Giao/ Muong Ang district (Dien Bien province) and Tam Ky city (Quang Nam Province).
II. Purpose:
To develop strategy/ plan for establishment and implementation of counselling and support points at district level to provide services for victims and children at risks of child labor in project areas.
III. Main requirements:
Plan/ strategy for establishment and development counselling and support points at district level to provide services for victims and children at risks of child labor in project areas.
Consultation with local partners and related stakeholders to develop and finalize the optimal models for each district.

IV. Requirement for Consultant:
1. Knowledge:
University or postgraduate degree in social work, sociology or related disciplines
2. Experience:
- Proven track record and experience in providing supports for vulnerable people; Experience in establishment and running community-based counselling and/ or supporting model is an advantage.
- Ensure highest quality of the deliverables
- Ensure the completion of the assignment within deadline
- Understand and respect the policies of World Vision International in Vietnam
- Work with the highest professional ethical standards and in keeping with World Vision’s core messages.
