Objective/Purpose of the Assignment: Provide administrative support to the Regional Coordination Unit (RCU) office in Hanoi
Scope of Work: - The aim of the Project is to help the 3 Governments of Cambodia, Lao PDR and Viet Nam (CLV countries) to improve Communicable Disease Control (CDC), including strengthening surveillance and response for disease outbreaks, controlling common endemic diseases, and strengthening regional coordination.

Job Description
The Accountant will work in a small team to accomplish the following tasks: - Book-keeping (cash and bank) and data entry - Managing advances - Payroll administration - Providing regular cash flow reports and cash reconciliation statements - Assisting in preparing monthly reports and annual reports to management and external donors - Preparing, maintaining and updating records of Blue Dragon's assets - Working with Program Managers and the Finance Manager for various financial matters including funding requests, project income reconciliation and budget preparation

Job purpose: to ensure an efficient and accurate service related to fund transfer to project offices and communities
Main responsibilities: - Review all requests for payment correctly and timely following the payment schedule and Plan’s policies and procedures and Vietnamese laws and regulations. - Act as daily bank contact person for all transactions, reports and trouble shooting timely. - Monitor accounts prepaid, payable, receivable, payrolls, accrual properly following Plan’s policies and procedures
