1. Background Founded in 2007, the Chi Em program (“Chi Em” in Vietnamese means “sisters”) is a microfinance initiative administered by Entrepreneurs du Monde. Chi Em provides financial and non-financial services to the ethnic minority communities in the mountainous areas of Vietnam following adapted ASA methodology. The program aims for financial and institutional sustainability and plans to register as a professional MFI under Decree No. 28 in the future. Currently the program is active 3 districts (Dien Bien, Muong Cha and Muong Ang) in Dien Bien province. As of June 2010, the program outreach was over 1,250 borrowers and the total loan portfolio was approximately $60,000 USD.
