1. Background
In 2008 CARE International in Vietnam commenced a change process of moving from a project based way of working, to an impact focused, programmatic approach.  This CARE International initiative, known as the Program Approach, strategically orients work around three long terms programs designed to support impacts for identified marginalised and poor population groups, with research and analysis informing program design and ongoing development.   One of the three programs targets Remote Ethnic Minorities [REM].

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

The current programme focuses on the following core sectors: Health and Nutrition; HIV/AIDS prevention; Care and support; Education; Child protection; Child-focused emergency preparedness and response; Child rights agenda, including Civil society development, Economic opportunities, Child poverty Research, and Advocacy for child-friendly development policy and practice.

Center for Community Health Promotion (CHP), a local NGO, works for lasting improvements in the well-being of people through health promotion and community development approaches with focus on capacity building and empowerment. Our primary targets are the most vulnerable and disadvantaged populations including vulnerable children and women, ethnic and social minority groups, mobile populations and migrant workers, and people living with HIV/AIDS etc.

CHP is looking for an experienced and qualified Vietnamese national to fill the Project Assistant position for a project named “Empowering Local Civil Society to succeed Harm reduction initiatives implemented in Hoa Binh, Tuyen Quang, and Bac Kan Province”.
