VUFO-NGO Resource Centre Steering Committee

The Steering Committee has the responsibility to govern, oversee, and decide on policy issues of the VUFO-NGO Resource Centre, as well as to provide guidance, support, and oversee the activities of the two co-directors. The Steering Committee meets several times each year and consists of seven members: Managing Co-Director of the centre; five elected country directors / representatives from member INGOs; and Co-Director from the People’s Aid Coordinating Committee (PACCOM).

The Co-Director from PACCOM is representing interests of the Committee for Foreign NGO Affairs (COMINGO), which coordinates the work of the following Vietnamese ministries, offices, committees and institutions responsible for INGOs in Vietnam:

  • Ministry of Foreign Affairs
  • Ministry of Public Security
  • Ministry of Planning and Investment
  • Ministry of Finance
  • Ministry of Home Affairs
  • Office of the Government
  • Comission of External Affairs of the Party Central Committee
  • State Bank of Vietnam
  • Vietnam Union of Friendship Organisations (VUFO)
  • People’s Aid Coordinating Committee (PACCOM)

The INGO members are represented by five elected country directors / representatives of the INGOs which are members of the VUFO-NGO Resource Centre. Elected representatives serve as Steering Committee members from two to four years. Eligibility criteria and election procedures are outlined in the Guidelines for the election of INGO Representatives to the VUFO-NGO Resource Centre’s Steering Committee. The current INGO representatives, as of November 2022, are:

Staff at the NGO Resource Centre

The management of the Resource Centre is carried out by two co-directors:

  • An expatriate Managing Co-Director, Mr Marko Lovrekovic (from March 2009), who works full-time at the Resource Centre and is responsible for the day-to-day management and representation of the centre
  • A Vietnamese Co-Director, Ms Do Thi Kim Dung (from November 2021), who is based full-time at PACCOM as the Deputy Director General, and provides guidance and support to the expatriate co-director and Resource Centre staff in carrying out their work

The other staff positions at the NGO Resource Centre are:

  • Senior Working Groups’ Coordinator (full-time): Ms Phan Thi Thu Ha (from September 2004)
  • Office Manager/Administrator (full-time): Ms Bui Thi Kim Ngan (from May 2012)
  • Internet Technologies Adviser (part-time): Mr Nguyen An Que (from March 2019)
  • Development & Communications Adviser (volunteering): VACANT
  • An Accountant (part-time): Ms Dong Thi Hong Tham (from August 2016)
