 UNDP Vietnam seeks CV and financial proposal submissions from international individual consultants for the service of Negotiating for Climate Change: Preparation for the Viet Nam Delegation to UNFCCC COP 15.

The assignments aim to deepen understanding of the team of Vietnamese negotiators to international climate negotiations, especially COP 15 in December 2009, on
(a)  Substantive issues in the ongoing, evolving climate change policy negotiations;
(b)  International groupings of countries relative to the main issues and negotiation positions, and how they relate to each other;
(c)  Strategies for influencing decision making at large scale international negotiation events.

In April 2010 the Government of Viet Nam will host the International Ministerial Conference on Avian and Pandemic Influenza and Beyond (IMCAPI Hanoi 2010). This Conference builds on previous high-level international conferences over the past four years which have provided a platform for sharing experiences, identifying challenges, developing solutions and providing support to respond to highly pathogenic avian influenza (HPAI) and prepare for a pandemic.

The  overall  objective  of the consultancy will be to support the Viet Nam National  Assembly, particularly the Committee on Culture, Education, Youth
and  Children,  to  explore  international  experience and best practice on child  participation,  and  based on that to  propose a mechanism for child
participation in the work of Elected Organs (National Assembly and People’s Councils  at  provincial  level) that is relevant to Viet Nam’s context and
conditions.

The consultant should have:
- Advanced academic degree in law/ human rights;
- Excellent knowledge of and experience with child participation in the work of Elected Organs in the international context;

The three years project "Improving quality basic education for ethnic minority children in three disadvantaged provinces in Vietnam” is a joint project of the Save the Children and implemented in cooperation with the Ministry of Education and Training (Department of the Ethnic minority education as the lead agency) in the three provinces of Yen Bai, Quang Tri and Dien Bien. The project is funded by a grant from the Japanese Social Development Fund (JSDF Grant No. TF093411) – a trust fund managed by the World Bank. The overall objective of the project is to assist the government of Vietnam in supporting children aged 5–14 from ethnic minority communities in three provinces of Vietnam to complete a quality primary education and continue their education in lower secondary school.
