Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called  “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008.
The recently launched project VIE/029 -  “Technical Assistance” (TA) towards “Developing Business with the Rural Poor in Cao Bang”  has a planned duration of 3 years.

1 INTRODUCTION
The “Water Supply and Sanitation Program in Binh Dinh Province” (WSSP) is a project funded by the Belgian and Vietnamese government, and attempts to improve the quality of life and the environment of the inhabitants from several communes in 6 districts of Binh Dinh Province (Phu Cat, Phu My, Tuy Phuoc, Tay Son, An Nhon and Hoai Nhon districts), through the following programme of activities:

VVOB is seeking Vietnamese expert to assist in the development of a training manual that will be used for the organization of a two-day Environmental Education basic course for teachers in Thai Nguyen, Quang Ninh, Nghe An, Quang Nam and Quang Ngai. The training seeks to enable teachers to integrate and/or link environmental issues into their teaching.
