Background The SNV’s three-year programme on Connecting Small Holders with Enterprises in a competitive environment in North Central Vietnam started in April 2008 till December 2011 in three provinces of Quang Binh, Quang Tri and Thua Thien Hue in partnership with Ford Foundation, who co-finances the programme.
