1. BACKGROUND AND RATIONAEL
Vietnam Forests and Deltas Program (VFD) is an USAID funded project ‘to help accelerate Vietnam’s transition to climate-resilient, low-emission sustainable development.’ It was developed to assist the GVN in moving recently enacted national policies and legislation on climate change adaptation and green growth into practice at provincial and local scales.
The United Nations Programme (UNDP), in collaboration with the Asian Development Bank (ADB), is supporting the Ministry of Agriculture and Rural Development (MARD) in Vietnam in implementation of the project named “Promoting Climate Resilient Infrastructure in Northern Mountain Provinces of Vietnam”. Approved in September 2012, this 03-year project consists of 04 components aiming at increasing the resilience and reducing vulnerability of local, critical economic infrastructure in the northern mountains areas of Vietnam to the adverse impacts of climate change and to create a policy framework conducive to promoting resilient northern mountain zone development.
